2022 Yilan County Livestock Manure Slurry and Biogas Residue as Farmland Fertilizer Use Counseling and Promotion Plan

The Water Pollution Prevention and Control Law was amended and announced on February 4, 2015, respectively increasing the maximum penalty for non-compliance with discharge water standards and bypass discharges. In addition, animal husbandry water pollution prevention and control fees have been collected since 2017, and various waste water treatment costs Under the increasing factors, it provides an opportunity and incentive for the resource utilization of livestock manure. This project has guided and submitted 5 biogas slurry and biogas residue fertilizer use plans to the Department of Agriculture for review and approval, and 2 companies have applied for water resource reuse in animal husbandry that meets the discharge water standard. In order to strengthen the cooperation between agriculture and animal husbandry, we held 5 publicity and explanation sessions on farmland fertilizer use plan for biogas slurry and residue operations in animal husbandry. The total amount of approved biogas slurry irrigation over the years is 15,515.8 metric tons per year, and the accumulated actual irrigation amount is 13,639.2 metric tons, the actual irrigation rate is 87.9%. This year, there are also on-site maintenance and management and water quality testing for the natural purification treatment of Dezikou River. The quarterly water quality sampling work has been completed, as well as regular equipment inspections, operation and maintenance. In the analysis of the relationship between the trend of river water quality at key stations and the resource utilization of animal husbandry and urine, in recent years, the amount of irrigation in the upstream of the key station at Qijieqiao that has been matched with animal husbandry and urine resources has shown an increasing trend year by year. A total of 2,904.2 metric tons, which has exceeded the total irrigation volume of 1,613.5 metric tons in 110 years, an increase of 80%. It is hoped that by promoting the increase in the irrigation of livestock manure and urine resources around key stations, it is possible to reduce the water quality of animal husbandry NH3-N and BOD from entering the surrounding areas of key stations Water. In addition, in order to encourage local governments to promote the establishment of animal husbandry manure resource treatment facilities and collectively transport and process other animal husbandry manure, or purchase biogas slurry and residue collection vehicles, irrigation vehicles or machines, and farmland storage tanks, in order to implement circular economy recovery of ammonia nitrogen, reduce greenhouse Gas emissions, environmental protection and green energy creation, the Environmental Protection Agency of the Executive Yuan subsidizes local governments to promote a demonstration project for the collection and treatment of livestock manure and urine to recover ammonia nitrogen. The allocated vehicle was checked and accepted at the end of August 2022. On August 23, 2022, slurry tanker consolidation irrigation was implemented. The main implementation of consolidation demonstration was 4 farms. The cumulative irrigation volume was 1,084.6 metric tons, and the total tank truck consolidation expenditure was NT$212,959. Through this project, we will guide the use of biogas slurry and residue fertilizer, reuse of water resources that meet the discharge water standard, and the demonstration implementation results of tank truck consolidation, etc., to increase the proportion of livestock manure and urine resources, reduce the discharge of livestock wastewater into water bodies, and strengthen farmers. Linking with livestock farms to achieve environmental sustainability, the benefits of recycling, and reducing the impact on the environment.
